Shadow of the Road Factions: Shogunate, Emperor, and the East Nippon Company
The powers fighting Shadow of the Road's civil war — the magic-backed Shogunate, the Emperor's modernizers, the East Nippon Company, and the yōkai.
Shadow of the Road’s civil war is the game’s engine: every quest, companion, and moral dilemma hangs off three powers fighting for Japan’s future — plus the supernatural fourth party caught between them. Here is who is fighting and what they want, based on official material and the open alpha.
The Tokugawa Shogunate — tradition and magic
- The traditionalist side: samurai, magic, and yōkai against industrialization.
- Currently losing the war — the asymmetry between katana and rifle is the game’s core tension.
- The protagonists’ original allegiance: Satoru and Akira fought for the Shogun in the opening battle and hold lingering loyalty — it is the Shogun’s own spymaster who recruits them for the Toshiro mission.
- Yōkai like Jorōgumo support Shogunate forces to balance the technological scales — magic is this side’s answer to gunpowder.
The Emperor’s faction — modernization at gunpoint
- Emperor Mutsuhito’s army — the modernizers pushing Japan toward a new order.
- Militarily superior: riflemen and machine-driven units are the faction’s battlefield signature — the demo’s inn brawl pits your rōnin against exactly this.
- Whether the player can ultimately side with the Emperor is an open question — the studio has been deliberately vague, which itself suggests the answer is interesting.
The British East Nippon Company — the foreign hand
- A Western trading power — an analogue of the real-world East India companies — backing the Emperor with advanced steampunk technology and looking to control Japan’s future.
- The face of the “foreign influence” question the whole war is about: opening Japan’s borders versus preserving what it was.
- Expect their machines — steam-powered contraptions — as a distinct enemy class alongside yōkai and human soldiers.
The yōkai — the wild card
Not a faction so much as a presence threaded through all of it: supernatural beings that fight alongside the Shogunate, appear as enemies, and — in desperate moments — as what your own companions transform into. The world treats them as both weapon and omen.
